Munir alleged that India has terminated the Indus Water Treaty, due to which 25 million people in Pakistan may die of starvation. Munir threatened that if India builds a dam there, they will destroy the dam with 10 missiles. Munir clearly said that India has no personal ownership over the Indus River.
Pakistan has repeatedly warned that if India tries to disrupt the flow of Indus water, it will consider it as a war. It will respond accordingly. Three months ago, the words of Pakistan's ambassador to Russia, Mohammad Khalid Jamali, caused a storm. In an interview with Russian state broadcaster RT, he also sounded the alarm of nuclear war. Jamali told Russia, 'Any attempt to seize, block or divert water from India's lower basin will be considered a war, to which Pakistan will respond with full force, which will include the full range of forces. Both conventional and nuclear.' Pakistani Prime Minister Shehbaz Sharif then handled the situation and said, 'Pakistan's nuclear program is only for peaceful purposes and national defense, not for any aggression.'

Those rivers come under the scope of this Indus Water Sharing Treaty. According to the treaty, Pakistan released the water of the eastern Sutlej, Beas and Ravi rivers for India to use. In return, Pakistan gets the water of the western Indus, Jhelum and Chenab rivers. The treaty has 12 clauses and 8 sub-clauses.
