Pakistan’s actions breach 1961 Vienna Convention, which requires host nations to ensure all facilities for diplomatic missions under Article 25

PTC Web Desk: In a retaliatory move following India’s ‘Operation Sindoor’, Pakistan reportedly cut off essential supplies to Indian diplomats stationed in Islamabad. According to an India Today report, the Pakistani authorities stopped piped gas supply to the residences of Indian diplomats and instructed local cylinder distributors not to sell gas cylinders to them.

In addition to gas, the supply of bottled mineral water and newspapers has also been suspended. The measures are believed to be part of a calculated plan by Pakistan’s intelligence agency, the Inter-Services Intelligence (ISI), aimed at exerting pressure through a series of small-scale retaliatory actions.

As a countermeasure, India stopped delivering newspapers to Pakistani diplomats posted in New Delhi.

This is not the first time Pakistan has taken such steps. Following India’s airstrikes in response to the 2019 Pulwama terror attack, Pakistani officials allegedly engaged in similar harassment of Indian diplomats.

Legal experts note that Pakistan’s latest move violates the Vienna Convention on Diplomatic Relations (1961). Under Article 25, the host country is obligated to provide all facilities necessary for the smooth functioning of a diplomatic mission. By deliberately halting basic supplies, Pakistan is seen as obstructing both the operational work of the Indian mission and the daily lives of its diplomats, creating an environment of pressure and intimidation.

The tensions follow protests outside the Indian High Commission in Islamabad earlier this year. In April, after the Pahalgam attack and India’s suspension of the Indus Waters Treaty, large crowds gathered outside the mission, raising anti-India slogans. Some protesters attempted to scale the gates, while India accused Pakistan of intentionally withdrawing security from the premises.
